all the level upto the president of local village thro commissioner of panchayat to aware about
the prevention of cruelty to animals, Rules and regulations, punishment on cruel/ killing/ burying etc. to any animals.
Already, the TN DGP recvd our request and are yet to circulate to all the police station of T.Nadu, to take immediate action against receipt of complaint and prepare FIR on the above issues. The signed one will be received by the u/signed shortly to you..

He moved with court for obtaining Anticipatory bail. Arrest may happen 2mrw.
Asst.Insp.General- Mr.Pannerselvam.S has issued circular stating abt Rules & regulation / punishment against animals cruelty/ killing /burying/ polluting area and needs of immt. action to all over police station in T.N. The copy of which will be sent to you on monday to telecast the same 2mrw.
In mean while, we are also going to meet the Secy to Animal Husbandry to issue the same circular to all the local Taluk/ municipality/Panchayat President to prevent further killing / cruelty to animals in future.

Self will be meeting the Secy to A.H at the Secretariat on 11/03/13, by 10.30am. He will be avl at Delhi from 12th to 14th of March'13.
We plan to meet the Tele media by wed'day either Vijay or Sun TV to telecast the following web link in a separate progm. as a documentary together with PFCII/ PFA & Vallalar Sangam on prior notice to the public at the earliest. A I G-L&O said,"Action would be taken against the concern for killing of 60 dogs @ Koothanallur.".
Hope they would anyhow shortly arrest the President as well as the lobourers involved in catching killing & burying all the 60 dogs of the same.
Also, he has assured that he was yet to send the CIRCULAR, stating th Action to be taken immtly for cruelty/ killling of any animals ... to all the Jurisdiction and upto the level of Inspector in all over Tamilnadu.
He had directed me to meet the Secy.to Animal Husbandry, Thiru Gagandeep Singh Bedi IAS,(25672937/res.24796855) also to send the CIRCULAR thro all Rev.Dept/Taluks/Panchayat at Villages & the commissioner of Panchayat to all the commisioner of T.N to prevent Crulelty/Killing & burying of animals by the local president of the villages in and around Tamil Nadu.
Hope the Secy to A.H would take immediate action by sending circular to aware the Rules & Regulation and to stop killing of Dogs by the Local President in and arround T.N with immediate effect.

Subsequent to the investigation with presence of Rev.officials / police/ veterinary doctor at the buried area where 25 dogs found today. Because of over foul smell they stopped digging further . We expect the concern jurisdiction of the police should initiate the further action on Arrest the concerned at the earliest.
FIR was registered with only sec.429 of IPC and not with sec.11,of PCA1960/ 428-1860/278-1860

Kindly take immediate action for making awarness to all the Puchayat President in Tamil Nadu, to avoid further killing / brutally attacking of the stray dogs in their villages.
We have been getting information from the most of the villages in T.Nadu that Panchayat President gives direction and engage Labour to brutally attack on Dogs head and bury the same (homely& stray dogs & Puppies)at their villages.
Recently it was happend at Koothanallur, of Thiruvarur and also filed FIR against VSMurugan-Panchayat President for killing of burying of 60 dogs 20 days back.
Hope you would save the remaining dogs in arround T.N by advising them not to kill and disturb animals, without knowing the punishment thro Penalty/Imprisonment for Two yrs. u/s 11 of PCA 1960 & IPC 429 respectively.

Atlast, F I R copy issued to the pettioner (mr.Veeramani-9585775704/8903662794) by 5 pm today.(02.03.13) after 3 days of time..
-Not duged up the area where all 60 dogs buried for further investigation & arrested VGMurugan-(Local President).
Similerly, the same complaint on brutally attacking & killing of Dogs ( even 3 moth old puppies) by the local panchayath president happend in all the villages of Tamilnadu

The concern authority of "Director of Animal & Husbandry of Tamilnadu
should co ordinate for the meeting with concern authority of district in T.N
and issue order , "If any body involving such practice of catching dogs, culling and burying them is a violation of the Supreme Court's guidelines and is punishable under section 429 of the IPC, section 11 of the PCA Act 1960, and dog control rules 2001 respectively.
Hope the under signed with Peoples for Cattle in India would be allowed to meet the Director of the concerned Dept. to discuss the above subject on 04th March,2013

Informed overphone to DSP (8939405335)Thiruvarur & Muralidaran -Inspector(HQ)(9994088829) refusing to receive the complaint/ FIR against V.G.Murugan-(Panchayat President) frm Veeramani-Chinnakudi of Koothanallur (Thiruvarur Dist.,)since morning 9.00am on 27thFeb13.
Finally, the complaint was Received by the Inspector (Palanivelu-09443178452) at 10.30am on 28thFeb.13 only after order recvd through ASP. Further FIR also was delayed till yesterday(28th)night. Again ASP was informed abt this, and assured by her, it would be issued today before 10.0am.
Recovery of all the buried dogs would be arrgd today after filing of FIR in the morning. SUN TV had already found 1 dog buried 20 days ago at one of the owner's house and recorded. The remaining body of the dogs would be recovered at the outside villege (velukudi)4 kms away) by the police for investigation today, aftr 10.0am. Recieved information from mannarkudi that 60 stray,homely(dogs) had been killed 10 days ago through instruction by the president and buried today through JCP
Immtly. u/signed spok to the DSP to take immt action thro' the inspector of koothanalur to file a FIR against the President of the abv village( at 8:30 p.m )now.
Since morning the inspector was refusing for filing of FIR and now it is filed on the enfourcement by the undersighned through DSP(muralidaran 9994088828).
I've also given instruction to the to the media(sun T.V) to the spot and to cover the dead bodies of the dog (found foul gas smell)now.
