Despite several followup with Inspectr at Thakkalai Police stn @ Nagarkv, NOT ISSUED 
FIR AS OF  now - for Killing/ Burning/ relocating/  by th  Two E.O's & Dog Catcher &  surgeory by the dog catcher in place  of Vet.Dr.   at Thiruvidankodu.
Insptr expects Colltr of Kanyakumri to give directn fr further action.

The  Director of Town Panchayats, chennai, has not directed th  collector @ K K Dt. Instead,he has sent letter to hm for a report on ABC.(pl see attchmnt)

Madam,

KUMARAPURAM(nagarkovil) Kanyakumari Dt.
Two E.O's of Kumarapuram of Nagarkovil, involved on the abv sub. and killed 82 dogs after ABC held on 09th Aug.13.(see publish- in attchmnt) 

E.O's ( (1)Suruli-09443855705 & (2)Dhanuskodi) & Dog catcher ((3)selvaraj-9994069907) have orgnsd ABC illegally and given confirmation letter to the chairman of SPCA.(see attchmnt). thy were Trsfd by the collector recently.(see publishmnt)

4 dogs were died during surgeory which was thrown in the garbage found by the ScanFoundation for complaining with police, this also were burnt from the buried place before post mortem. (see attchmnt)

But Vet Dr.Varankumar  of Chennai, confmd in writting that he has only done surgeory for 7 dogs. (see Attchmnt). The remng dogs surgeory done by the dog catcher illegally.

Thiruvithamkodu:

On 26.08.13, Two  dogs were posioned/ killed /buried by the individual- Complaint given @ Thankkalai police station. No FIR filed by the insptr of Thankkali, Nagar Kovil.
Insptr askg the pettioner, where is the proof for ownership of dogs.

BOODHAPANDI:

On 20.08.13, one dog were killed/ buried by the individual- FIR Nt issued Yet  by the inspector of Boodhapandi, Nagar koil.

The abv matter had been informed to the following for further action through the collector Mr.Nagarajan-9444188000, 04652-279555,collrkkm@nic.in:

 AD will infm Director to spk to the  collector to arrest the accused (1),(2)&(3) 

KINDLY SPK TO THE COLLECTOR  AND MR.Manivannan-SP of Nagarkovil, to issue FIR for all the 3 cases, and arrest the accused immtly  with availability of PROOF in writting/ Video's/ Lr.by th.VetDR.

Subject: Cruelty/Catching/Killing of Pet/Stray Dogs 

 

I am a Hon. Animal Welfare Officer. The Prima facie nature of work of the above said designation is to prevent the cruelty being committed on innocent animals.

 

On 14th August 2013, I got a call from Mrs.Kala Balakrishnan , Panchayat President of Thiruvankode, Kanyakumari Dist, that three dogs were found dead in their area. When I inquired about the incident to Panchayat Executive Officer Mr.Dhanushkodi, he told me that there were no record of any surgeries in their Panchayat but they gave place for the neighboring Panchayat named Kumarapuram, Kanyakumari Dist to perform surgery.

 

The Panchayat Executive Officer of Kumarapuram, Mr.Surulivel confirmed that surgery were performed for 82 dogs on 09.08.2013 by Mr.Selvaraj . When contacted Mr.Selvaraj he informed that he is a dogcatcher from Madurai and Dr.Varunkumar had conducted the surgery.

 

Dr.Varunkumar told me that he had performed surgery for only 7 dogs on 09.08.2013. Since there is variation in the number of dogs been operated so I advised the Panchayat President to file FIR in Thuckalay Police Station.But the police only CSR was done despite request for FIR which would help us to do the post mortem of the dead animals to ascertain the real cause of the death.

 

I followed up with the Sub-Inspector of Police Ms.Velammal (Mobile: 8903993606) of Thuckalay Police Station, she told that he will discuss with the Inspector of Police and do the needful. When I contacted The Inspector of Police (Mobile: 8925552555), he informed me that  the carcasses were burnt.

 

In the meantime attempting to file the FIR, next day I tried to reach The Superintendent of Police (Mobile: 9003582233) regarding the delay in getting the FIR he told that he will do the needful. While we were involved in this yet another dog also died. In spite of repeated efforts FIR not been filed till now.

 

If a qualified veterinarian performed surgery , the four dogs wouldn't have died, I suspect non-Veterinary personnel performed the surgery and caused death of the dogs.

 

I kindly request you to help in expediting the police officers to file the FIR in the event of any report on death of animals. With FIR in place it would mandate to perform the post mortem and thus prevent the people from killing the animals by any means be it negligence or willfully killing them.
