Sub: Rescued one cow & Two calfs – Trnsptd by 3 wheeler motor (size 4'x5') to slughter house at Pulianthop –Reg.
When I was driving my car and rushing to my daughter's school at purasawalkam, carrying my pet dog with one children (aged 4 yrs) for pickup at 12.45pm, found one 3 wheeler vehicle carrying the abv with one persn. (infmd as owner) near Balfors road towards perambur.
I stopped the same and enquired the concern person who is sitting with driver as owner of the cow, he said, he was taking this cow for his home at ambattur from porur. I told him that he almost crossed his designated place, reached almost near by perambur without having any paper for the proof of purchase and address of the seller. On dialing the given ph.no at porur, he answered that he just helped him to dump the abv in to the 3 wheeler and no way connected for selling of the same. Also, I suspected the driver who was wearing the blood stain shirt/pant, that he works for the slaughter house only.
The police of the G3- Kheelpaulkkam, was informed over phone by me at 12.45pm. I requested driver to park his vehicle on path way under the tree from the main road and hand over the key to me, since I wanted to pick up my daughter (1 km away) and come back to the same place before arrival of Police. Police arrived to the spot within 15 minutes, and requested me to come along with their van and follow their jeep to drop the same at their G3 police station by 1.10pm.
Further I went to the police station by 3.0 pm and approached the Sub Inspector to give complaint. There were 15 people of slaughter house from pulianthop assembled at the stationed.
S.I & Police (intelligent) aggressively asked about my name and address of the residence / my profession/ phone no etc…in front of the accused and others. I did't tell my personal details and told him that I am one of the Volunteer's of the Blue Cross and also Mr.Dawn were informed about the same.
They asked for the identity card and said I don't have right to complaint as an individual. Then I told them, anyone can give complaint as per the law of the same, and rescue only either by the Govt body or by the NGO orgn like Blue Cross/ PFA..
In between Inspector came and stopped the argument, reqstd me to give a complaint at 3.30pm. He said ' only CSR w'ld be arranged and FIR may be arranged later on the next day.
PFA/ PCFII conformed that they don't have place to keep the same near by in the city. Then I requested Mr.Chinnikrishnan to take the cow and he also stated about the insufficient of the place to keep and avoid such rescue operation without knowing the status of the Blue Cross. Finally he permitted to send the same while I was writing the complaint by 3.45 pm.
Further to the refusal of preparing the FIR till 5.00pm , I informed the DGP/ Commissioner/ Dy.Commsnr of the same.
Inspector called me at 7.00pm and asked about Blue Cross on Rescue of the same. Since, my ph has low battery, your no.(Mr.Dawn) was given to the inspector for further details of handing over the same. I came to know that you have explained about the following and possibility of punishment as below:
(a)-Sec.11 of PCA -1960: Size of the van should be 2x2 sq mtr(6.3ftx6.3ft) for each cattle. Their van is havg only space of 4ftx5ft only.
(b)-Sec.379 of IPC-1860: To produce document for Purchase. They don't have any papers with them. Suspected as Theft.
Finally FIR was filed u/s 11 of PCA-1960 only and received by me yesterday at 21.30 hrs. They also conformed me that the cow/calfs would be sent to the SPCA nearest to the police station.
