Mothers Theresa is not an enlightened soul as u mentioned in the list ,

because she did service to the poor and sick, but did not teach or preach anything.

In contrast Swami Vivekananda and others teach humanity as well as lived as their teaching.

Below persons(for examples ) are on the way to (staturated)enlightened state

Mother Therasa,
Osho,
Baba,
vivekantha,
Vethanthri Mahirishi,
Arts of Living ,
Matha Amirthanathmayee
Nithyanatha swamigal.. etc.., more hidden persons are there

In case of vallalar he mix and mingle with oneness...(Here vallalar did not loss the body like others)
If the person lost the physical body, that person should take rebirth...

In my knowledge , Avatharam will come into picture to explain some good things to humanity in any form
In different time periods in different ways to make understand the value of human birth in spiritual ways..
you can treat above persons also a "avatharam" in this kali yuga..
because of these people lot of persons understood the value of human birth...
