Subject: Cruelty/Catching/Killing of Pet/Stray Dogs
I am a Hon. Animal Welfare Officer. The Prima facie nature of work of the above said designation is to prevent the cruelty being committed on innocent animals.
On 14th August 2013, I got a call from Mrs.Kala Balakrishnan , Panchayat President of Thiruvankode, Kanyakumari Dist, that three dogs were found dead in their area. When I inquired about the incident to Panchayat Executive Officer Mr.Dhanushkodi, he told me that there were no record of any surgeries in their Panchayat but they gave place for the neighboring Panchayat named Kumarapuram, Kanyakumari Dist to perform surgery.
The Panchayat Executive Officer of Kumarapuram, Mr.Surulivel confirmed that surgery were performed for 82 dogs on 09.08.2013 by Mr.Selvaraj . When contacted Mr.Selvaraj he informed that he is a dogcatcher from Madurai and Dr.Varunkumar had conducted the surgery.
Dr.Varunkumar told me that he had performed surgery for only 7 dogs on 09.08.2013. Since there is variation in the number of dogs been operated so I advised the Panchayat President to file FIR in Thuckalay Police Station.But the police only CSR was done despite request for FIR which would help us to do the post mortem of the dead animals to ascertain the real cause of the death.
I followed up with the Sub-Inspector of Police Ms.Velammal (Mobile: 8903993606) of Thuckalay Police Station, she told that he will discuss with the Inspector of Police and do the needful. When I contacted The Inspector of Police (Mobile: 8925552555), he informed me that the carcasses were burnt.
In the meantime attempting to file the FIR, next day I tried to reach The Superintendent of Police (Mobile: 9003582233) regarding the delay in getting the FIR he told that he will do the needful. While we were involved in this yet another dog also died. In spite of repeated efforts FIR not been filed till now.
If a qualified veterinarian performed surgery , the four dogs wouldn't have died, I suspect non-Veterinary personnel performed the surgery and caused death of the dogs.
I kindly request you to help in expediting the police officers to file the FIR in the event of any report on death of animals. With FIR in place it would mandate to perform the post mortem and thus prevent the people from killing the animals by any means be it negligence or willfully killing them.
